A national consortium of developers, manufacturers and customers of high-tech civilian and dual-use products was created in Russia at the Army-2022 international military-technical forum, the executive director of the National Institute for Strategic Development, Performance and Risk Management, a member of the expert council of the Federal Antimonopoly Service in the field of State Defense Order Irina Snegovaya.

“A specialized congress was held in Russia and a National Consortium was created, bringing together key developers, manufacturers and customers of high-tech civilian and dual-use products,” Snegovaya said.

The congress was dedicated to fulfilling the instructions of the President of the Russian Federation and government decisions aimed at increasing the pace and volume of production of high-tech civilian and dual-use products, ensuring technological sovereignty and technological leadership in key areas of development in the new conditions.

The main topics of the congress were predetermined by the new business conditions and national priorities outlined by the President at the meeting of the Council for Strategic Development and National Projects held on July 18, 2022, as well as the goals set for market participants to ensure technological sovereignty and create an economy of advanced development.

The congress participants outlined the priorities of joint work for scientific and technological development and expansion of national production as a factor in ensuring technological sovereignty and technological leadership. Issues of effective scientific and industrial cooperation, the development of end-to-end technologies, the creation of new industries and businesses, the release of breakthrough industry solutions, products and services were considered.

Key attention was paid to developers of science-intensive and technically complex products, as well as to the expansion of existing and the creation of new business areas (unmanned aerial vehicles, magnetic suspension systems, digital platform solutions, special chemistry, space technologies, etc.).

The context of the forum is built within the framework of the instructions and decisions of Russian President Vladimir Putin and the government of the Russian Federation, Snegovaya said.

“The congress is dedicated to the issues of work and interaction of national developers, manufacturers and customers of high-tech products, development of national technologies, expansion of domestic production and ensuring technological and technological sovereignty. The entire context of the forum is built within the framework of the instructions and decisions of the President of the Russian Federation Vladimir Putin and the decisions of the government of the Russian Federation, including those that were outlined quite recently on July 18 at the Council for Strategic Development and National Projects,” Snegovaya noted.

According to her, the main task of the congress is to assist defense industry enterprises and developers, manufacturers of high-tech civilian products and dual-use products. Snegovaya noted that key enterprises are focused on using the proposed mechanisms for effectively solving the tasks set and, in general, are ready to cope, despite the difficulties, with the challenges associated with sanctions restrictions.
