Russian Cabinet Minister Mikhail Mishustin signed a government decree establishing the rules for assessing the achievement of targets for reducing greenhouse gas emissions.
According to the Federal Law "On Limiting Greenhouse Gas Emissions", targets for reducing greenhouse gas emissions will be set for the entire Russian economy, as well as for individual industries. The adopted resolution approves the list of industries for which these indicators will be established, as well as the procedure for their assessment. The numerical values of the indicators will be calculated and set additionally.
“It is important that the business community was heard and agriculture was excluded from the specified resolution in the final version: the indicators themselves do not have a burden on business, but they carry the risk of adopting new mandatory requirements that would be aimed at achieving such an indicator,” commented document in Soyuzmoloko.
The union recalled that in agriculture, the opportunities to reduce emissions are limited, and the costs of activities are high, especially given the rather low profitability compared to other carbon-intensive industries. Therefore, the absence of agriculture in the set of indicators can be considered as economically justified.
“The dairy farming industry, even without additional regulation, will probably be able to demonstrate some reduction in emissions due to productivity growth, as well as existing trends for a natural reduction in the total livestock population across all categories of farms,” Soyuzmoloko is sure.

Previously, the list of industries for which "carbon reporting" will be introduced did not include animal husbandry. As Soyuzmoloko noted, this eliminates the additional burden in the form of preparing mandatory reporting on greenhouse gas emissions - the cost of such a report, taking into account its mandatory verification, according to the union's estimates, would amount to several million rubles annually for each organization.
