The Government of the Russian Federation has submitted to the State Duma a bill on disinfection of incoming vehicles at automobile and mixed checkpoints across the border of the Russian Federation upon receipt of information from foreign countries about the detection of infectious animal diseases on their territories. If adopted, the law will come into force on January 1, 2025. The document is posted in the Duma electronic database.
To date, the law “On Veterinary Medicine” does not provide for measures to disinfect vehicles traveling from countries where infectious animals have been identified. The law stipulates that to carry out measures to prevent the introduction of infectious animal diseases from foreign countries, Rosselkhoznadzor and the Ministry of Defense of the Russian Federation organize border veterinary control points, but there is no provision for disinfection in the law.
The draft states that upon receipt of information from international organizations and (or) competent authorities of foreign states bordering Russia on land about the occurrence of infectious animal diseases on their territories, Rosselkhoznadzor will be obliged to organize measures at border checkpoints to eliminate the introduction of infectious diseases by processing cars entering the territory of the Russian Federation from the territories of these states. Disinfection of cars will be carried out until the complete elimination of infectious animal diseases in the territories of such countries. The list of infectious animal diseases will be approved by Rosselkhoznadzor.
The Cabinet of Ministers emphasized that the adoption of these innovations “will have a positive impact on achieving the goals of state programs of the Russian Federation in terms of protecting the country’s territory from the introduction of infectious animal diseases from foreign countries, and will not entail negative socio-economic, financial and other consequences.”
If adopted, the law will come into force on January 1, 2025.
“The date for the entry into force of the bill from January 1, 2025 is due to the fact that the source of financing for the disinfection of incoming vehicles at road and mixed checkpoints will be determined within the framework of the State Program for the Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food at the expense of redistribution of funds," the explanatory materials say.
