Financing of the state program for the development of agriculture in Russia in 2023 may amount to 337.354 billion rubles, which is 32.6176 billion rubles more than was provided for by the previously approved budget parameters, according to an explanatory note to the draft budget, which Interfax has read.

In 2024, funding is provided in the amount of 332.1492 billion rubles (by 5.2117 billion rubles more), in 2025 - 240.1581 billion rubles (by 87.055 billion rubles less compared to the expenditure indicators set by the budget forecast).

The increase in funding is mainly due to the income of the budget from payments from export duties on grain, follows from the explanatory note.

Thus, the financing of the federal project "Development of industries and technical modernization of the agro-industrial complex" in 2023 can be increased compared to the previously set parameters by 5.0087 billion rubles (up to 81.9 billion rubles), in 2024 - by 8.9328 billion rubles (up to 86.9 billion rubles), in 2025 - by 11.6114 billion rubles (compared to the parameters of the budget forecast, up to 89.2 billion rubles).

Budget allocations for the project "Promotion of investment activity in the agro-industrial complex" are planned to be increased in 2023 by 47.263 billion rubles (up to 165 billion rubles), in 2024 - by 15.5764 billion rubles (up to 135.9 billion rubles). In 2025, the amount of funding may be reduced compared to the budget forecast by 11.4316 billion rubles "due to the redistribution of budget allocations from concessional lending to more priority areas of the agro-industrial complex."

Financing of the project "Stimulating the development of viticulture and winemaking" due to the receipt of income from the payment of export customs duties on grain crops in 2023 may increase by 1 billion rubles compared to the volumes approved by Federal Law-390 (up to 3.5 billion rubles), in 2025 year - by 103.8 million rubles compared with the parameters of the budget forecast (2.7 billion rubles). In 2024, the parameters will not change. The appropriation of the project "Development of Vegetable and Potato Growing Industries" (launched in 2023) in 2023-2025 provides for 5 billion rubles annually.

In addition, the financing of process measures "Ensuring the activities of the Ministry of Agriculture of the Russian Federation and subordinate organizations", including "in connection with the receipt of income from the payment of export customs duties on grain crops" may increase in 2023 by 2.5199 billion rubles, in 2024 - by 1.427 billion rubles.

An increase in funding for the project "Creating Conditions for the Independence and Competitiveness of the Domestic Agro-Industrial Complex" and a decrease - for the project "Export of Agro-Industrial Complex Products" are also envisaged.

As reported, in 2023 the budget can receive 219.992 billion rubles from export duties on grain, in 2024 - 169.7 billion rubles, in 2025 - 138.6 billion rubles.
