The large Krasnoyarsk poultry farm "Barkhatovskaya", which is state-owned, is put up for sale as part of privatization, follows from the register of notices of tenders. The initial cost of 100% of the shares is about 1 billion rubles, the auction step is 53.5 million rubles, the start of the auction is scheduled for September 30. The property of the poultry farm includes 92 buildings (poultry houses, incubators, warehouses, storage facilities, etc.), engineering infrastructure facilities, as well as 14 land plots with a total area of about 1.6 thousand hectares, some of which are owned, and some - in long-term lease.
Barkhatovskaya is a leading agricultural egg production enterprise in the Krasnoyarsk Territory, ranked 63rd among the top 300 agricultural enterprises in the country, according to the company's website. It produces more than 600 thousand eggs daily, more than 200 million eggs a year, 60% of the products are sold within the region. The poultry farm was established in 1972, in 2012 the company completed the reconstruction of the buildings for replacement young animals, and also put into operation two new buildings for 164 thousand laying hens. As a result, the number of laying hens was increased to 884 thousand heads, the local Ministry of Agriculture reported at the time. Creditors have repeatedly tried to declare the company bankrupt, the last time this year, but the court left the claim without consideration, writes Regnum.
Deputies of the Legislative Assembly of the Krasnoyarsk Territory supported the decision of the regional government to privatize the poultry farm in October last year. “The purpose of the sale is not only the receipt of additional funds to the budget - privatization will attract specialized investors for the further development of enterprises. There is no doubt that the region’s asset will be of interest to the market,” the regional authorities explained the position (quote from Kommersant). They tried to include the poultry farm in the privatization plan back in 2006, but then the deputies of the legislative assembly opposed the sale of the state-owned enterprise, in 2014 Barkhatovskaya was excluded from the privatization plan, because "the management and the team showed their effectiveness."
Albina Koryagina, a partner at NEO Center, says that there is a general overproduction of eggs in the Siberian region, while federal networks are not tied to regional producers: they can bring eggs from the Urals and from the European part of Russia. “This caused price pressure on local producers. Against the backdrop of falling selling prices for products, producers faced an increase in prices for imported breeding material. These factors created the effect of price scissors, which became critical for a number of producers,” she commented to Agroinvestor. According to the expert, the situation does not look very optimistic, but a potential investor may well be found, but only if the price of the block of shares decreases.
It is unlikely that now we should expect high interest in assets in the field of egg production, says Albert Davleev, President of Agrifood Strategies. “In recent years, investors’ interest in such assets has been reduced to the conversion of egg farms into broiler breeding farms, given that the profitability of egg production fluctuates at an extremely low level,” he commented to Kommersant. Davleev believes that regardless of production volumes, it is 2-3%, maximum - 5%, in summer products are usually sold below cost.
However, Galina Bobyleva, General Director of Rosptitsesoyuz, is sure that chicken egg production will always be attractive. “An egg is a unique product that has no analogues. The current situation in the egg market is a consequence of the fact that there is no government influence on price formation, and the product itself has the image of a monolith in which there is no diversity,” she commented to Agroinvestor. According to Bobyleva, local players could be interested in the Barkhatovskaya poultry farm.
