This year, exports of agricultural products from Russia may reach $40 billion, while in 2021, agricultural raw materials and food worth $37.1 billion rubles were supplied to foreign markets. Such a forecast was voiced by the Minister of Agriculture Dmitry Patrushev at the All-Russian Field Day in the Kaliningrad Region.
According to the head of the agricultural department, this year there has been an increase in deliveries in almost all directions. “Shipments of oil and fat, meat and dairy products, fish and seafood have increased. Compared to the same period last year, agricultural exports increased by 20%, and we expect that the positive dynamics will continue by the end of the year,” he said. “We plan to increase deliveries, including expanding our presence in the countries of Africa, the Persian Gulf, Southeast Asia and other countries.”
However, the main priority was and remains to ensure the country's food security, Patrushev emphasized. Therefore, the ministry retains the entire set of tools that allows it to provide the domestic market as a matter of priority. “Export duties and quotas have proved their effectiveness, made it possible to eliminate the shortage of socially significant products and prevent sharp price fluctuations,” the minister stressed. “At the same time, we are monitoring the situation in real time and, if necessary, adjusting regulatory mechanisms.”
The decision to transfer the calculation of the duty on grain in rubles made it possible to reduce the rate by almost 40%, Patrushev noted. He also recalled that if the price of grain falls to the level of the base duty, it will become zero. “We believe that in the current conditions this tool is optimally tuned and allows farmers to maintain sufficient profitability of production,” the minister added. In addition, he drew attention to the fact that Russia is ready to fully use its export potential. “We are open for cooperation and will continue to supply quality products to the world market,” Patrushev said.
At the same time, according to him, in order to develop the export of agricultural products until 2030, it is necessary to additionally build 41 vessels of both the river-sea class for delivering products to ports, and the handymax and panamax classes. “The development of our own fleet is one of the priorities, especially in the current conditions, when international logistics companies create unjustified barriers to the supply of Russian food,” the TASS minister quotes. Now the Ministry of Agriculture, together with the Ministry of Industry and Trade and the Ministry of Transport, is actively dealing with this issue, mechanisms are also being developed to support the construction of such vessels, the head of the agricultural department specified. The United Shipbuilding Corporation is negotiating with Russian manufacturers interested in building a fleet to supply food abroad.
