The Ministry of Agriculture presented a draft Strategy for the Development of Organic Production in the Russian Federation until 2030, which implies a five-fold increase in the production of organic meat products, and almost 17-fold increase in milk production. The document was published on the portal of draft regulatory legal acts.

According to the baseline scenario, the output of all organic products for sale within Russia will increase from 9.1 billion rubles in 2021 to 114.5 billion rubles in 2030. Including the production of organic meat will increase from 1 billion rubles to 5.4 billion rubles, milk - from 1.3 billion to 21.7 billion rubles, dairy products - from 1.4 billion to 23 billion rubles, canned products - from 1 billion to 11.7 billion rubles, baby food - from 1.1 billion to 12.9 billion rubles.

The export of organic products will increase from 3.7 billion rubles in 2021 to 27.8 billion rubles in 2030, or 7.5 times.

The volume of investments, according to the authors of the document, should increase from 1.6 billion rubles in 2022 to 11.3 billion rubles in 2030 and amount to a total of 59 billion rubles in 2022-2030. Including investments in the production and processing of milk will grow from 0.3 billion to 2.7 billion rubles in 2030.

The basic option implies the implementation of state support measures for the industry - from information campaigns and the development of science and education to the introduction of mechanisms for the priority state and municipal ordering of organic food products in social and educational organizations, as well as support for start-ups.

It is planned to speed up the creation of full-cycle industries in the territories of individual regions - from the production of raw materials and primary processing to the industrial production of organic products. Investors will be provided with favorable conditions for work in these territories. Including the creation of clusters in the segment "meat, milk, processing".

As of March 2022, there were 18 certified producers of organic meat and dairy products operating in Russia, its volume in 2021 amounted to 5 billion rubles. The share of organic animal husbandry in the total volume of animal husbandry in Russia in value terms is 0.16%.

The production of organic milk in 2021 amounted to 17,275 tons, including 11,229 tons of drinking milk, 6,046 tons of milk were transferred for processing, and 1,200 tons of fermented milk products were produced from this volume. The milk processing segment is distinguished by high investment attractiveness and marginality, the strategy notes. Milk production is the most dynamically growing segment of the organic sector, with an increase of 50% per year. The products are consumed in the domestic market.

Meat production by certified producers, according to industry participants, is 1244 tons in live weight (933 tons net weight), meat processing - about 140 tons. Meat organic products are produced at nine enterprises, mainly in the regions of the central European part of Russia. Meat organic products are consumed in the domestic market, mainly locally. In the first place is beef, in the second - lamb, less often pork and chicken.
