"To the Government of the Russian Federation: taking into account earlier given instructions, take measures to adjust the Strategy for the Development of the Agro-Industrial and Fisheries Complexes of the Russian Federation for the period up to 2030 in order to ensure an average annual growth rate of agricultural production at a level of at least 3% per year," the statement says. in the message.

In particular, when implementing these measures, the president instructed to pay attention to the need to assess the development of key segments of the agro-industrial complex and identify its promising segments, including those in the production of products with a high degree of processing. In addition, this is the establishment of annual indicators of import substitution of critical types of agricultural products and activities that would be sufficient to ensure technological sovereignty.

The President also drew attention to the need to introduce new or expand existing state support measures in key segments of the agro-industrial complex: it is important to analyze the sufficiency of measures that would ensure an average annual growth rate of 3%, including the development of new areas of production and export of finished products.

In September, the Cabinet of Ministers of the Russian Federation approved an updated strategy for the development of agro-industrial and fisheries until 2030, which takes into account the economic situation that has developed under external sanctions pressure. It formulated eight main development goals, among which are to achieve a sustainable average annual production growth of 3%, increase exports in the baseline scenario to $29.5 billion in 2024 and up to $41 billion in 2030, and engage in agricultural production by 2030. turnover of at least 13.2 million hectares of land.
