The Russian government has allocated 9.4 billion Rubles (US$152 million) for the construction of eight eco-industrial parks by 2024, according to Denis Butsayev, the CEO of Russian Ecological Operator (REO), said on Wednesday (November 2). That statement follows a resolution signed by Prime Minister Mikhail Mishustin.

“The subsidy will be provided in the form of an asset contribution to REO, which will invest the amount in the charter capital of Ecological Digital Operator LLC, the developer. This will be capital investments in the construction of infrastructure, including power supply, roads, wastewater disposal, gas supply, as well as a research and development center,” Butsayev said.

Agreements to build facilities to recycle waste and manufacture products from recycled materials have already been signed with more than 25 pending residents of the parks. These will be built in European Russia near St.Petersburg, Moscow, Nizhny Novgorod, and Stavropol, Chelyanbinsk in the Urals, Novosibirsk in Siberia and near Vladivostok in the Russian Far East.

They are scheduled to start operations by the end of 2024. REO said these parks will make it possible to put up to 1.1 million tonnes of recycled resources back into the economy. The enterprises are being created under the federal Closed Cycle Economy project to achieve sorting of all waste and cut the amount of waste taken to landfills by 50% by 2030.

Residents of the parks might also get state support. “The possibility of compensating or co-financing up to 95% of expenditures on the construction of residents’ facilities is being considered through financing with proceeds from REO bonds. The amount of support for such enterprises could total more than 17 billion rubles,” the company said.
