President of the Russian Chamber of Commerce and Industry Sergey Katyrin received on February 24 a government delegation headed by Deputy Chairman of the Supreme Council of the Republic of Sudan Lieutenant-General Mohammed Hamdan Daglo, ministers and other members of the delegation.

In his welcoming speech, Sergei Katyrin noted that Russian-Sudanese cooperation has many areas for establishing business ties that have to be restored after a break. The Chamber of Commerce and Industry of Russia fully supports the course of the leadership of the Russian Federation towards rapprochement with Sudan and Africa as a whole, Sergey Katyrin said.

According to him, Sudan is an important partner of Russia in North Africa. “The positive dynamics of the inter-Sudanese settlement process creates good prerequisites for continuing active joint work to develop trade and economic cooperation between our countries. This is facilitated by an active Russian-Sudanese dialogue at a high political level, as well as contacts between business circles,” said the President of the Russian Chamber of Commerce and Industry.

Sergey Katyrin recalled that the seventh meeting of the Intergovernmental Russian-Sudanese Commission for Trade and Economic Cooperation (IPC) is scheduled to be held in Khartoum in 2022 under the chairmanship of the Minister of Natural Resources and Ecology of the Russian Federation Alexander Kozlov.

In his speech, Lieutenant General Muhamed Hamdan Daglo thanked the representatives of the Russian side for the forgiveness of Sudan's debts and confirmed the return of the remaining debts. He announced the intention of the leadership of Sudan to encourage investment and development of trade with Russia. “We need grain and electricity, and we hope for Russian support,” he said. “Sudan is your true friend!” - said a high-ranking representative of this African country, inviting Russian investors to make investments. As President of the Economic Council of Sudan, Muhamed Hamdan Daglo announced his intention to create the most attractive conditions for investment.

The meeting was addressed by the Minister of Finance and Economic Development of Sudan, Gabriel Ibrahim Mohammed, who called Sudan "a country of limitless opportunities." Minister of Agriculture and Forestry Abubakr Omar Albushra stated that Sudan is interested in helping Russia in the field of land reclamation and the supply of fertilizers, as well as training. Minister of Energy and Petroleum Mohammed Abdullah Mahmoud recalled the huge oil reserves that exist in Sudan and expressed hope for advanced production technologies. “We are interested in assistance in the development of both traditional and alternative energy sources,” the minister said.

Speakers noted the problems existing in Sudan with the development of infrastructure and, above all, the need to build roads, railways and ports. In Sudan, there is a big problem with electricity, the production of which does not meet all the needs of the country. Sudan is a coastal country and many countries of continental Africa can use its opportunities for access to the sea, use Sudanese ports, which the country's current leaders intend to improve.

Chairman of the Russian-Sudanese Business Council Viktor Chemodanov said that several dozen companies are members of the Council, whose representatives have visited 9 times since 2011. “Sudan is becoming dear for many of us,” he said.

Representatives of Russian companies operating in Sudan or interested in investing in this country spoke at the meeting. Evgeny Tatarintsev, a representative of JSC Gazprombank, called Africa a “key, target region” in the bank's activities. Olga Garshina, Head of the United Grain Company's External Relations Department, announced her readiness to supply Sudan with wheat and grain products of any kind. Dmitry Sigov, General Director of SPII Gidrospetsproekt LLC, spoke about the reconstruction of hydroelectric power plants in Sudan, which his company is engaged in.

Yulia Boyko, General Director of Green Rock, a consulting company for the mining industry, informed that the company carries out audits in the mining industry and has accumulated rich experience in successfully managing many hundreds of projects. According to her, the company is ready to provide these services for the development of the mining sector of the Republic of Sudan, which already has over 400 companies. Sudan has been the most important gold producer since the era of the pharaohs and is now in the top 20 producing countries (38 percent of world gold), Yulia Boyko reminded.

It is known that there is illegal and artisanal mining of metals, especially gold, on the African continent, Yulia Boyko said. This production is often associated with a violation of industrial safety. In Sudan, mining is carried out with the use of mercury by miners to extract gold, Yulia Boyko said. “Full legalization and official regulation of artisanal and small-scale mining will have a positive effect on the government in the form of taxes, fees and control of subsoil wealth.

At the end of the meeting, a framework contract was signed on the basic conditions for cooperation on thermal and hydropower projects in the Republic of Sudan between the Ministry of Energy and Oil of Sudan and SPII Gidrospetsproekt LLC. A memorandum of understanding was also signed between the Sudanese Federation of Chambers of Commerce and the Russian-Sudanese Business Council.
