The Subcommittee on Customs and Tariff Regulation considered proposals from the Ministry of Agriculture aimed at protecting the domestic market for agricultural products from shortages and rising prices. For this purpose, the commission approved tariff quotas and tariff benefits for certain types of products that will be exported from Russia or supplied to Russia in 2024.

A tariff quota is established for grains (wheat, barley, corn and rye) supplied to countries outside the EAEU. The quota is set at 24 million tons and will be valid from February 15 to June 30, 2024.

A tariff benefit is also established for chicken meat imported into Russia. Deliveries in the amount of up to 160 thousand tons will be exempt from import customs duties for the entire year 2024.

Finally, the government supported the initiative of the Ministry of Agriculture to limit the export of durum wheat from Russia. The restriction should be in effect from December 1, 2023 to May 31, 2024. It is expected that this ban will primarily benefit pasta producers, since they are the main consumers of durum wheat flour, and prices for it may decrease in the absence of exports.
