The Ministry of Agriculture of the Russian Federation resumed the approval of applications for preferential transportation of agricultural products, which was suspended in early June due to the predicted depletion of federal budget funds for the provision of preferential railway tariffs.
"The Ministry of Agriculture of Russia informs that in connection with the clarification of the limits of budget allocations, the acceptance of documents from consignors for the issuance of an opinion is resumed in order to provide subsidies for the transportation of goods using a preferential railway tariff as part of the implementation of government decree No. will be suspended," the ministry said in a statement.
The preferential transportation of agricultural goods (cereals, oilseed products, vegetable products, mineral fertilizers, soybeans, rapeseed, fish and fish products) is provided for by the Government Decree of April 6, 2019 (No. 406). Subsidies from the federal budget are provided to Russian Railways and the Crimean Railway to compensate for losses in income arising from the establishment of preferential tariffs for the transportation of agricultural products, as well as products for the organization of agricultural production.
Transportation provides for all types of shipments - both in our own railway rolling stock and in containers.
The Ministry of Agriculture also specified the volumes of products that will be transported on preferential terms this year. Thus, it is planned to transport almost 2.3 million tons of grain, 305.8 thousand tons of oilseed products, 192.6 thousand tons of vegetable products, 246.2 thousand tons of oilseeds (soybeans, rapeseed), mineral fertilizers - 220.7 thousand tons, fish and fish products - 103.5 thousand tons.
As reported, this year the government will additionally allocate about 700 million rubles to compensate for preferential tariffs for the transportation of agricultural products by rail.
As Prime Minister Mikhail Mishustin stated at a government meeting on July 14, this will allow the delivery of another 0.5 million tons of cargo.
Mishustin recalled that last year the government significantly expanded the range and geography of transportation of agricultural products at a preferential railway tariff. "For example, it included stations in the Republic of Crimea, Sevastopol. We extended this form of support until the end of December. We see that it is in demand among farmers. By June, 3.2 billion rubles have been sent to them. This is 75% of the previously budgeted allocations ", he reported.
