The volume of targeted support for small agricultural enterprises in Russia in 2021 is more than 11 billion rubles. This was reported by the press service of Deputy Prime Minister of Russia Victoria Abramchenko.

‘This year it is planned to allocate over 11 billion rubles for targeted support of small enterprises,’ the message says.

According to Abramchenko, who is quoted in the message, the development of small and medium-sized businesses is one of the key agricultural priorities. ‘Farmers provide about 14% of the total volume of agricultural production, while they have the highest index among all commodity producers - 103.8%. The task of the state is to stimulate the emergence of new entrepreneurs in rural areas and provide comprehensive support for all forms of management, and not focus only on large businesses,’ the Deputy Prime Minister said.

The Deputy Prime Minister's office reminded that over the past two years, the conditions for creating new jobs in farms have been simplified, the revenue thresholds of cooperatives have been increased, and the lists of targeted use of subsidies have been expanded. Since 2022, the government is introducing a new measure of support - Agrotourism, under which about 300 million rubles will be additionally allocated. In addition, the press service of Abramchenko reported that a special bill will be finalized to solve the problem associated with the inability of peasant farm holdings to compete with large agricultural producers in access to land plots. Within the framework of this document, it is allowed to provide single-time peasant farm holdings with land plots from agricultural land owned by the state or municipal property for rent without bidding.

Another systemic problem of farming is the lack of necessary number of slaughterhouses for the production of livestock products. To optimize the construction of such facilities and reduce the time required to obtain the necessary permits, the Deputy Prime Minister instructed the Rosselkhoznadzor, together with the subjects of the Russian Federation, to determine the number and locations of such facilities, as well as to create a library of standard projects that, depending on the parameters, could be used by regions and entrepreneurs. There are also local problems of farms in the regions. For example, in Crimea, aquaculture producers do not receive support measures due to the absence of applications for subsidies from regional departments. Abramchenko instructed the Ministry of Agriculture to consider farmers' issues and work out specific solutions.
