The ban on the construction of new animal burial grounds and the maintenance of a register of existing ones contains a bill that the government has submitted to the State Duma. The State Duma will consider this document in the first reading in the autumn session, the Parliamentary Newspaper reports.

There are almost 14,000 animal burial grounds in Russia, of which 46% are operational and may pose a threat to biological safety. “In order to prevent animal diseases, including those common to humans and animals, the construction of new cattle burial grounds is prohibited on the territory of the Russian Federation,” the draft law says.

“This initiative is developing new rules in the system of disposal and disposal. Diseases can spread from animal burial grounds, because unhealthy animals are often sent there. Therefore, a system should be thought out there to prevent substances from entering either groundwater, or even on the surface, ”Vladimir Kashin, chairman of the State Duma Committee on Agrarian Issues, explained to Parlamentskaya Gazeta.

The register of cattle burial grounds will be maintained on the basis of the FGIS Cerberus, a component of the VetIS system. Information about all such burials will be entered into the register, which will ensure the traceability of biological waste, the Cabinet believes.

In addition, the Ministry of Agriculture will develop veterinary rules for the operation and liquidation of animal burial grounds, as well as a definition of the term "cattle burial site".

In addition, the Ministry of Agriculture will approve a list of biological waste obtained from the processing of food and non-food raw materials of animal origin. The new law is expected to come into force on September 1, 2024.
