The implementation of the tariff benefit for the import of frozen pork and beef into the Russian Federation will depend on the dynamics of production and the situation on the domestic market, the head of the Ministry of Economic Development Maxim Reshetnikov told reporters.
“We understood that we were making a rather difficult decision on the verge of a balance between producers and consumers. We proceed from the fact that we immediately discussed with the Ministry of Agriculture that we would implement it depending on the dynamics that would be in the first place - the dynamics of production and saturation of the domestic market. This is mainly about pork, because we delivered 170 thousand tons of beef last year. That is, that volume [of duty-free quota for beef], 200 thousand tons, will not greatly imbalance the market, " - said Reshetnikov.
He noted that pork import quotas, in turn, may have a more significant impact due to its more massive consumption. "This was the principled position of the Ministry of Agriculture, which sees the situation with ASF (African swine fever) and disagrees with the producers in assessing the rate of recovery of production," Reshetnikov explained.
Russia began to set quotas for meat imports in 2003. Within the quota, there is a zero duty, outside the quota the duty rate is 65%. Until 2020, there was also a pork import quota, but in 2019, in accordance with the obligations of the Russian Federation to the WTO, it was replaced by a duty of 25%.
In addition, earlier the Ministry of Agriculture announced plans to introduce a duty-free import quota in 2022 up to 200 thousand tons for beef (for the whole year) and up to 100 thousand tons for pork (from January 1 to June 30).
