The authorities are discussing with business a one-time voluntary contribution to the budget from the profits received in a financially successful 2022, this is not about raising taxes, but about a payment in the "windfall tax" format, said First Deputy Prime Minister Andrey Belousov.
According to Rosstat, in the first half of 2022, Russian enterprises received a balanced profit (profit minus loss) in the amount of 16.6 trillion rubles, 32% more than in the same period of 2021. In the second half of the year, the dynamics worsened somewhat, and for 9 months the balance amounted to 20.2 trillion rubles, already slightly less than in the same period of 2021 - by 2.7%. The data for the whole year will be published by Rosstat in March.
"A voluntary contribution from business, yes, it is being discussed, a one-time contribution. The fact is that last year's financial results were very good, and many companies, especially in the first half of the year, for the first three quarters, had strong positive results. Now this topic is under discussion, I would say so," Belousov told reporters on Wednesday.
He stressed that this is not about increasing tax rates.
“This is not a tax increase. There is a windfall tax, such a concept in tax practice as a one-time tax collection. The issue is being worked out now. The issue is being worked out together with business. that we are talking about a contribution from large companies. Its potential size was not announced by the First Deputy Prime Minister.
The federal budget of the Russian Federation in 2022, according to the preliminary estimate of the Ministry of Finance, was executed with a deficit of 3.3 trillion rubles, or 2.3% of GDP. The sharp increase in spending at the end of the year continued in January, which ended with a record budget deficit of 1.76 trillion rubles (60% of the plan for the whole year). To cover the budget deficit in January, the Ministry of Finance sold part of the yuan and - for the first time - gold from the National Welfare Fund, gaining 38.5 billion rubles.
