The government of the Russian Federation did not support the bill of deputies with the initiative to transfer for state needs or process goods whose manufacturers ignored the requirements of mandatory labeling, follows from the recall of the Cabinet, which Izvestia got acquainted with on August 17.
We are talking about illegal products, now dairy products, packaged water, shoes, clothes, cameras, cigarettes, furs fall under the identification. Parliamentarians proposed not to destroy such unmarked goods if they have passed the examination and confirmed their safety.
The government noted that now the law does not define the procedure according to which the safety of goods withdrawn from circulation should be confirmed, and there are no rules for their transfer to those in need. This creates legal uncertainty in the regulation proposed by the deputies. Moreover, in order to confirm their safety, expenditures from the federal budget are necessary. Moreover, the authors of the bill did not specify in the document the sources and the procedure for fulfilling such obligations.
“Based on the foregoing, the government does not support the draft law in the presented edition,” the Cabinet of Ministers said in a recall.
In mid-January, RBC reported that a government commission supported a bill by the RF Ministry of Finance on the transfer of confiscated light industry goods for humanitarian and defense purposes. The project was supported by a number of departments, the Ministry of Internal Affairs made amendments, including those regarding the confirmation of the safety of goods and the possibility of their further use.
