The Ministry of Agriculture of Russia has developed a procedure for accounting for animals subject to labeling. This draft is a by-law to the law on veterinary medicine, taking into account the amendments that come into force on September 1, 2023, which introduce the registration and labeling of farm animals. This is necessary, first of all, to trace livestock products "from field to counter", as well as to prevent animal diseases, the explanatory note to the document says.
According to the project, electronic registration of a marked animal or a group of such animals will be carried out by entering information about them into the federal state information system in the field of veterinary medicine (FSIS VetIS) of the Rosselkhoznadzor. To account for animals, the department developed and put into commercial operation a component of this Horriot system last year.
Each animal or group of animals in the system will be assigned a unique alphanumeric identification number (UIN). It will be valid throughout the life of an animal or the entire existence of a group of animals.
The animal card in the system will contain, in particular, information about the sex, age, biological species, breed of the animal, as well as the means of marking it, the place of detention and the owner's data. For animals imported into Russia, the date of importation will also be entered on the card.
The document establishes that the registration of the animal is carried out no later than 10 days after its marking. Recall that, according to the amendments to the law on veterinary medicine, owners of farm animals will have to mark them at their own expense in one of several ways: using a plastic tag, subcutaneous microchip, bolus, tattoo, ring or collar. At the same time, registration of animals for their owners will be free by law.
