The Ministry of Agriculture has prepared plans to increase the production of agricultural products by 2030, including those in demand in foreign markets. Minister of Agriculture Oksana Lut said this following the results of the strategic session in the government on the national projects “Long and Active Life” and “Technological Ensuring Food Security”. According to President Vladimir Putin’s decree on national development goals, agricultural output should increase by 25% relative to 2021.
During the strategic session, Prime Minister Mikhail Mishustin recalled that Russia is the world's largest exporter of wheat and the second largest exporter of grains and legumes, as well as sunflower and rapeseed oils. “No restrictions, no sanctions prevented agribusiness from promoting domestic agricultural raw materials and food for export,” he emphasized (quoted from a transcript on the government website). At the same time, Mishustin noted that in order to further increase production and export of agricultural products, it is important to ensure technological independence in the industry.
It is necessary to resolve issues of breeding and genetics development as a priority; establish the production of veterinary drugs and plant protection products, additives; to increase the production of agricultural machinery and equipment, the head of the Cabinet listed. “We will also continue to use the well-proven mechanism of investment quotas to update the fishing fleet,” Mishustin added. “It is precisely this comprehensive approach that will allow us to offer other countries a full-scale technological partnership, the need for which the head of state spoke about.”
To achieve the national goal of technological leadership, production must rely on its own material and technical resources, and this is an interdepartmental task, Deputy Prime Minister Dmitry Patrushev said during the session, whose words are quoted on the Telegram channel of the Ministry of Agriculture. Thus, to obtain high-quality seeds, cooperation between science, breeders and farmers is needed; in terms of biotechnology - academia, industry and consumers; Providing the agricultural sector with machinery and equipment requires direct interaction with industry, he listed, adding that this is possible both through the development of existing incentive mechanisms and within the framework of the national project “Means of Production and Automation.”
Personnel availability also implies interdepartmental work in terms of fine-tuning the training system and popularizing the industry, Patrushev noted. According to Lut, the agricultural department, together with the Ministry of Education and Science, is now developing plans to build a personnel training system and change it so that employers receive more qualified specialists when they graduate from educational institutions.
According to Patrushev, solving the problems of the agro-industrial complex will also be facilitated by a joint dialogue within the framework of the goal of increasing investment in fixed capital. It is estimated that by 2030 they should grow by 60%. “Thus, the tasks for the further development of the agro-industrial complex are components of the overall process to achieve a number of national goals. And the necessary mechanisms can be provided for in many national projects and state programs - both already implemented and planned for the future,” the Deputy Prime Minister concluded.
In May, during the plenary session “Technological Leadership Week: Food Security” at the “Russia” exhibition, Oksana Lut said that the Ministry of Agriculture is working on the national project “Technological Ensuring Food Security”, which will include eight federal projects, its implementation will reduce dependence on imports in a number of the most important directions.
