The development of the domestic market for organic agricultural products, the increase in the export of this type of food, as well as the introduction of new agricultural technologies - these are the goals of the Strategy for the Development of Organic Production until 2030.
The order on its approval was signed by Prime Minister Mikhail Mishustin. The strategy defines five target indicators of sectoral development. One of them reflects the dynamics of organic food exports - in 2030 its volume should be 27.8 billion rubles. The priority market for Russian organic food in the strategy is China, which has become the world's largest food importer in recent years. Russian producers are ready to supply corn, soybeans, and pine nuts to the Chinese market. Barley, frozen berries, honey and nuts also have great export potential. In addition to China, Russian organic products should find their niche in the markets of the Persian Gulf states, Southeast Asia and neighboring countries.
The strategy for the development of organic production was developed by the Ministry of Agriculture of Russia and a working group led by the Belgorod State Agrarian University together with Roskachestvo. The document solves a long-term task until 2030, aimed at a multiple increase in the volume of organic products, the number of organic producers in Russia and, as a result, the involvement of fallow lands in circulation and the transition to more environmentally friendly methods of farming.
Today, 47 constituent entities of the Russian Federation produce organic products. These are more than 160 producers and over 1 thousand commodity items - in fact, in Russia there is no production of only organic fish. All the necessary infrastructure for the development of production has already been created: a special federal law is in force, a technical committee for standardization and accredited certification bodies with a vast geography are functioning. At the initiative of the Russian side, an interstate technical committee was created, which included all the member states of the EAEU. Currently, an agreement is being prepared on a common market for organic products on the territory of the EAEU: if now, when crossing borders, goods are certified every time, then the agreement will help to avoid this.
One of the directions of the strategy is the development of exports. The target indicator for it is an increase by 2030 to 27.8 billion rubles against the current 3.7 billion rubles. Today, unprocessed organic crop products are the most promising for export, since their logistics are simpler. If we talk about strategic directions, then these are primarily the countries of the Middle East and China. The experience of organizing special expositions within the framework of exhibitions turned out to be successful: for example, last year a separate “island” of Russian organic products was created at Saudi Agriculture in Saudi Arabia, and the number of contracts concluded at the end of the exhibition showed the high efficiency of this work. The document also provides for other support measures, ranging from preferential certification of small and medium-sized producers to existing mechanisms for the development of export activities. As part of the strategy, an instruction was given to develop a roadmap.
