On July 30, the Minister of Agriculture Dmitry Patrushev discussed the current status and the progress of activities aimed at achieving the targets of the federal project "Export of agricultural products" with the officials of the Far Eastern and Northwestern Federal Districts. The meeting was attended by representatives of the Kamchatka, Primorsky and Khabarovsk Terrritories, Sakhalin, Arkhangelsk and Murmansk regions.
The key foreign trade items for these regions are fish and seafood, which are among the most important within the Russian agricultural export bulk. In 2020, Russia is going to export these products for about $5.5 billion, whilst 80% of this total is expected to be the share of these particular entities.
Dmitry Patrushev stated that the Ministry is constantly expanding the state support system with the focused measures, including those initiated by the regions. In particular, the regulations were amended in order to provide for financing fishing development, fish farming and fish processing projects using the concessional lending mechanism. The Russian Government supported the initiative and approved amendments to the Government Decree No. 512 making preferential investment loans accessible for businesses practicing construction and modernization of fish processing and canning facilities. To stimulate the high added value products output, in accordance with the Decree of the Government of the Russian Federation No. 137 as of February 12, 2020, a new support measure was introduced providing for compensation of 25% of the actual cost of construction, modernization of processing and preserving capacities specializing in fish, crustaceans and mollusks.
In addition to the fishing industry, in some regions in point their natural and geographical conditions allow for development of other sub-sectors of the agroindustrial complex. In particular, in this June, the Ministry brought the federal funds to these regions to stimulate oilseed production, especially soy and rape.
At the very end of the event, Dmitry Patrushev charged the regions with establishing permanent working groups facilitating the implementation of the federal project. He also urged to complete as soon as possible the work on reducing regional export projects to the specific corporate level and to submit detailed export plans to the Ministry of Agriculture of Russia. In addition, to enable further agriexport gain the Minister proposed to take steps intended for diversification of its structure using the available reserves most fully and effectively both in food and processing industry, and in other industries dealing with agricultural products.
